Central Oregon Civic Action Project

A Citizens’ Assembly is a group of people selected by lottery who are broadly representative of a community. They spend significant time learning and collaborating through facilitated deliberation to find common ground and form collective recommendations for policymakers, decision-makers, and the community. These Assemblies are sometimes called Citizens’ Juries, Panels, or Councils depending on their size and the country where they are taking place.

Our Vision: Helping shape a vibrant, inclusive community empowered by deliberative decision-making.

  1. Build Civic Spirit and Capacity: Establish the foundation for a permanent public-private partnership to foster deliberative democracy in Central Oregon, while setting the example for building capacity across the region and U.S.
  2. Improve Governance Outcomes: Increase agency for all community members and provide elected officials and administrators with a new tool to help improve policy-making and service delivery
  3. Strengthen Social Fabric: Create spaces for community members from across demographic and political divides to engage in meaningful and empathetic dialogue.
  4. Create a Virtual Cycle of Trust: Give everyday community members seats at the table, building understanding and trust in government institutions while building elected officials’ faith in the strength and wisdom of community voices
