Daniel is a recognized leader and innovator in municipal civic engagement and an expert in process design and policy development. For five years, he served in Toronto's Chief Planner’s Office as the Stakeholder Engagement Lead for the City Planning Division where he pioneered the use of civic lotteries in Toronto and worked to bring new, hard-to-reach and equity-deserving communities into the planning process. In September 2019, Daniel became the first Manager of Public Consultation for Toronto's Parks, Forestry, and Recreation Division, supporting the capital projects branch. He and his team have been working to build an engagement practice from the ground up, ensuring that Toronto's diverse communities are engaged in the development of Toronto's parks and recreation capital program. To date, his team has engaged close to 200,000 Torontonians in this work. Daniel has spoken at conferences in Europe and North America, is a trained facilitator and Partnership Broker, and teaches an undergraduate course on civic engagement at the University of Toronto.
